In short programs, spins that don't meet certain minimum criteria were and are penalized.

I meant during IJS, actually Roman Sadovsky, Yuzuru Hanyu, Alina Zagitova, Alyona Kostornaya, Anna Shcherbakova, and a very few others, would adapt their body position and rotation speeds to better interpret their programs, usually with all their Spins but one used to be particularly striking in the program, and I didn't perceive that it changed their Spins' Grades of Execution or their Components to the least. To me, this is what's a Choreographic Spin, and so very few Skaters can do it. Will the others learn? Or will they do a Spin which will be scored according to their Scoring Standings which don't always reflect actual skates?

As to Spins which don't meet some criteria, they're penalized in the rules, but there again, the application of the rule isn't always effectual. I remember a Skater who would never sit a Sit Spin and has never been called for it, a "candy" of about five points in the Short Program, less in the Free Skate.
