They did talk about it. And AFAIR, it got as far as having B&A do a demonstration dance of the Rhumba D'amour at I think 2003 Worlds. I have looked for film of this, and have not been able to find it. AFAIR, one of the issues keeping it from being adopted was that it called for 1 1/2 pattern repeats at a time when having the first and second repeats be the same was a judging issue. The reason there were only 1 1/2 repeats is that the dance would have been too long otherwise, something that would be still an issue today. One repeat of the GW still takes up a significant portion of the SD and the RdA is even longer.
