It's a play on, "new phone who dis?. It's a popular meme/quote. I believe it originally came from a vine. It's not a clue about the music imo.

"New phone, who dis" is supposed to be used when someone is asking you a favor or to do something you don't particularly want to do. Basically you are trying to give an excuse to not do it by saying you just got a new phone and don't have the old contact list, so you don't recognize the number the person is calling from. I don't know if "New short, who dis" works in this context.
