Judging by the slang and a choice of words - American. Probably some Russian American fan. They both are hilarious. A bit of entertainment, a bit of friendly trash talk, a bit of trolling, some day to day dribble, lifestyle thoughts. That IS her twitter. She confirmed that in her interview.

Btw, that response "Oh, snap" with kitten meme was made by real ISU twitter. That one is official too.
