I can't recall a SP, when clean 3A skate lost to 2A skate in recent years.
Tuktamysheva's 3A performance at Finlandia lost to Kostornaia's 2A. But as others have already stated, in juniors its a whole different ballgame. A 2A is required, so the 3A replaces what would be a 3Lz, which gives only a couple points in BV advantage. Kamila has been consistently getting higher PCS, and with that combined with GOEs she could definitely beat a clean Alysa. Also, Alysa is the only junior in recent years I can remember performing a 3A in the sp (aside from Russia's domestic novices), so there haven't really been any examples for you to recall. Of course, it all comes down to who will go clean, but considering Kamila at the JGPF was only ~2 points points behind a clean Alysa when she had a turnout on her loop, she definitely could have beat her if she'd gone clean.
Apparently leaving Russian insanely difficult competitive environment doesn't exactly work out for her and Safonova... may as well have been better for them to stay in Russia and fight for their chance... Sure, they can appear in championships but I doubt they will ever shine... maybe I'm wrong, I even hope so, because I like them a lot...
