It isn't great for the European and North American skaters that the GPF and JGPF are in Seoul, and it is a double whammy for the Euro and NA skaters who competed in NHK. Jet lag becomes a serious issue. Skaters who don't have much of their own money can't afford to arrive early, since they have to pay for their own accommodations and meals up to the first day of practice.
The only skaters who benefit are the Japanese (Takahashi, Asada, Nakano), the Chinese (Zhangs, Pang/Tong) and Yu-Na Kim.
It isn't so bad for the JGPF skaters, who haven't had any recent competitions before the JGPF.
Actually, Europe would be fairer for all concerned. It isn't as far a trip for the NA skaters as Asia, and it isn't as far for the Asian skaters as NA.
As far as paying the expense of a skater or team arriving a week ahead of time, that depends on the federation. Some may be willing to foot the bill, others not.
If a federation had two singles skaters, a dance team and a Pairs team going to the GPF, that would be a pretty heavy expense.

Hmm, let me think - they did it in Europe the last time, but I remember that the GPF in Torino seemed a bit funeral-like. Wherelse 4CC at Korea was a big party with screaming fans, an amazing crowd - probably better for the sport.
And how would Honolulu help the European skaters?
They have to do it somewhere, the only place that would be fair to all the athletes would be a nice little village on Antarctica. Plus - they wouldn't need a rink, could just skate on the frozen ocean. And all the well-dressed birds there would get to play the audience!
