I began to see your point while listening to the two commentators in the ladies short and free.....ie "Will this or that person get a second assignment."

As an example, Yo Takagi was originally given two JGP spots (Riga and Bangkok). As her 7th place finish at Riga did not meet the Japanese Skating Federation's requirements, she has been replaced by someone else for what would have been her second event. Japan do this a lot on the JGP.

I think the same happened with Ikura Kushida one or two seasons ago but I'm not completely sure

Yes, this has been the running rule for JGP assignments for the Japan Fed (at least 4th place or you lose your second spot). And they take away the second spot even if they don't have a replacement to send.
