Kao is still suffering from injury that he not been able to heal from. Since GPF is not going to happen he should withdraw for his other GP and focus on healing up and prepare for Japanese Nationals.

At this point the only Japanese man who isn't completely cursed is Yuma, who scored 200 at a domestic free-skate only event today, everyone else is held together by nothing but duct tape and seems to have inherited Yuzu's perpetual injury curse. Kao has a lingering thigh injury that has hampered him for two seasons, Sota's back is broken, Shun has some sort of ankle thing, who even knows with Kazukctus, and Tatuya is splatting on all of his quads.
