My read of it - and it's the only thing you can conclude without adding your own interpretation of it - is that she didn't like it and assumed judges will not like it, either, because it's "behind the times". It's quite different from the interpretation expressed in the blog posted upthread - that Tarasova said the judges didn't like Kim's costume, and therefore she MUST have spoken to the judges, and therefore she and the judges MUST be corrupt, and the whole competition MUST have been rigged.
