Among many other things, Mirai said that her parents and her boyfriend will be going to OWG.
I'm so happy for her and for them.
Especially for her parents, who rarely are able to take a break from their restaurant.

It had seemed to me that you were wondering whether Patient Zero was someone over whom the LOC or USFS (or a similar "authority") had any kind of jurisdiction -- e.g., a staffer, contractor, volunteer, or the like. A person who could have been told/"ordered" to just go home and to stay away from the event.
It was not so.
