I think you mean the "back flip". Terry Kubicka first did one in competition - sometime back in the later 70's. The ISU didn't approve the jump because it wasn't landed on one foot.

Even though back flips weren't permitted in competition, Surya Bonaly did one one...landing on one foot. Still a no go to this day.
