In comparison with Lombardia, this was like 100 % better. I don't understand anything
(And I say that still preferring Aliona's program more)

Sotskova had a higher World Standing than Leonova though?
Where would they submit them? Certain skaters are guaranteed two spots, certain skaters are guaranteed one. This has to do with how they did at previous Worlds. The rest are guaranteed spots or can get invited based on their world standings or season best scores as long as they meet the minimum total score requirements. In case I'm misunderstanding what you are saying, please clarify.
Comparing her to the other high scorers Alexandra got 74 in her debut, Alina got 71. Rika got 70.
RusFed had to make a decision, they had to cut skaters, they chose Maria over others, bad decision imo...end of story. I'm done discussing this now as it seems you don't understand what happened. I suggest you ask a question somewhere else, like in the GP Assignment Thread about the procedures of the assignments.

She had a GUARANTEED spot, nobody chose her over others she already had it. Not end of story, you can't explain how Maria got her assignment at the expense of others because that isn't what happened.

Ok, I took the time to go through the documents. Again, this is one instance where the federation, Russian or any other, has no say.
Maria Sotskova is guaranteed one spot in the 2019/2020 Grand Prix series as per rule 2.2.d:
Skaters/Couples with an ISU World Standing placement of 1 – 24 (after season 2018/19) and
Skaters/Couples with seasons best scores in the top 24 (for season 2018/19) who do not hold an ISU
World Standing placement of 1 – 24 will be guaranteed one (1) event if they do not otherwise meet the
criteria listed in paragraphs 2.1 or 2.2 above and the minimum Grand Prix score.

I watched Liza and the 3T was under for sure and if tech. caller was strict then 3F could be under too. Performance wise, it was one of her best programs.

Plus a lot of the non-jump elements didn't look well executed. That final spin she does looks nothing like one I'd expect from a top international contender.
You're not listening. Tarusina and Gubanova had also GUARANTEED spots. Can you explain how they didn't get any assignments?
Can you specify what guaranteed their spots? Genuine question. Neither was in the top 24 score or World Standings.
