You can translate it into English - problem is with the live scoring it reset after every skater!

It is a jump landed on a quarter of full rotation. I'm putting a q when i'm not sure to call a jump rotated or not. Judges use their replays on those jumps to determine if jump should be called as (enough) rotated or underrotated according to their rules, and sometimes may be called as q (from next season that rule should be applied)
