So . . . do the judges themselves really even understand this overall concept—much less enforce it?

Timing used to be one of the separate PCS categories; any judge at the senior level knows it. However, there are currently no codified deductions for timing, except during the Pattern Dances for Novices and the Pattern Dance RD section for Juniors. There is just the vague language in the document I quoted on p. 14 on the timing requirement.

I guess this was meant to make ice dance more athletic by encouraging skaters to skate faster, which they can do if they can ignore the beat and just skate through the music.

But it is not dancing.

Maybe they should just change the name of the discipline then to "ice tricks" or "ice gliding."
