Not necessarily. If, for example, the ISU makes it very clear that all monies earned by both speed skating and figure skating go into a central kitty that gets divided equally between the two sports, then the fact that the sport providing most of the money going into the kitty (figure skating) doesn't get its proportional share from the kitty would not be fraudulent at all.
Very possible; true. And we will never see, or is the ISU obligated to show, an annual financial report. The Board of Directors (or staff, I don't know) could never speak out for fear of losing their position.

The merging of the monies and the mismanagement of the ISU under former speedskater Ottavio Giaquinta (hence the nickname "Speedy") was one of the reasons why a group of judges wanted to separate FS from Speed Skating and start the World Skating Federation.

I still think that was a great idea. The problem was the principles didn't have the political nohow and financial backing to pull it off.
