I think it's perfectly fine to submit anything and then do something different, as long as that "something different" doesn't turn out to be Zayaking?
If I were Liza/Mishin, assuming the 2A and potential 3A are in the same spot, I'd submit 2A. Why? Because in the men's short, we saw a perfectly good 3S from Florent Amodio receive a few -1s because it was a popped quad. We also saw a slightly shaky but clean 2A from Sergei Voronov receive -1s for being a popped triple.
In theory, the judges should be able to judge a jump on its own merits, regardless of number of revolutions, but it's proven to not be the case. I'd hate to need to bring out the pitchforks when a massive 2A from Liza gets -GOE because the judges got mad at her for not doing a triple.

That's a very good point! - also, I'd think there'd be a whole lot less attention and pressure placed on Liza if everyone isn't going: "OMG! She's going for the 3A!" That way if she does it... Great! - and if she doesn't... oh, well, who'll be the wiser? Unless they tell people about it afterwards - and even that would be different as that would be their own choice.

69.02. Second place after the short. A little under 1.5pts behind. Surprisingly TES went down by about 1pt after she finished skating. I hope to see the protocols soon but I suspect that the levels on her spins might have been downgraded. If it was anything else other than her spins, then I'm going to be annoyed. The jumps were great and the step sequence was much improved from before.

Yeah, I too suspect some kind of level issue.
If it's not that, then the judges are probably giving Liza a message: Stop doing 3T-3T in the SP. Or the SP loss at Russian Nationals left an impression (though imo, Elena skated her SP better there than she did here).
At GPF, when both went clean, Liza won the LP. But I can't say for sure the same will happen here... (or that even if she wins the LP, she could win overall).
I don't get that message at all, at least looking at protocol. Liza didn't even do her 2A in the second half. She got much better GOE in jumps, partially in the combos. Elena got better GOE in the spins. Both got similar spin and step levels, so it came down to BV in the combo it seems.

It is rather risky for Liza to attempt a 3A at such big event like Euros for the first time, but, since she will skate after Elena in the FS, she may have to try it. Nobody can predict accurately what might happen next.

She'll get +2s and above next season if she wins Worlds this year.
3A is risky. But without 3A she'll be leaving it down to PCS (and the judges' discretion), which is just as risky since Elena is the Russian National Champ. Anyway, we'll see what happens.
