There seems to be an implication there that junior skaters are children, with an image of them as bewildered little kiddies, caught up helplessly in something they're too young to understand. Some may be, but many junior competitors are legally adults, depending on the laws in their home countries. Away from the ice, they might be old enough to, for example, vote, own property, marry without parental consent, and serve in the military in the front lines. They aren't children.It is positive that it looks like Russian juniors might return next season. It's one thing to discriminate against adults, but to punish juniors was bizarre and cruel. I don't understand what that was trying to achieve.
