Is GOAT a meaningful concept?

To me GOUT = Greatest of Our Time would be better applied.

Different eras , different rules
How do you apply it.
By wins only
By wins without completion annotating
By being first in person that did it
By who competition. Ali who helped Frazier
Nicolas in gold who is his competition Palmer
Woods
Biles who Was her competion

Witt vs Thomas vs who in 1984 u.s. women germany russia

Schuba vs Lynn
Fleming vs
Button
Boitano vs Orser
Yagudin vs Plushenko.
Hanyu vs Chan vs Takahashi

Do we remember just the wins or how they won . Who up against
How did competition do to make them great to be greater?

The list is endless
Start by how do we define
Most allow the sport casters sports journalist to do choosing that leaves figure skating out.
They even question it as a sport authencity.

Maybe Brian Boitano as an example of a skater who had no major jump flaws?
perhaps... I honestly saw him skate like once in 1988 and back then, as a child, I couldn't tell jumps apart, let alone looking at their technical quality. Mind you, the technician, back then, was supposed to be Orser if I recall correctly. And second mind you, I think it may have been easier to find good jumpers for all types when figures were still a thing and quads were not a thing :)
