On the other hand, I am not so convinced that a skater deserves a +GOE just for doing the element the way it is supposed to be done. That's what the 6.0 base value is for.
To get the base value, the jump just has to take off the correct edge, rotate within 90 degrees of the correct number of times in the air, and land backward on one foot.
To get +1, three out of the approach, takeoff, air position/rotation, and landing need to be "good."
So it's possible to get the base value for jumps in which all or most of the phases are merely adequate. Or that have small flaws that are offset by good qualities in other phases. E.g., maybe the approach is a bit slow and the landing almost comes to a standstill, but the takeoff and landing edges and takeoff technique are correct and the jump is high and fully rotated.
It's even possible to get +1 if there's a small flaw in one phase if the other three are better than just good, though that's less likely. Something like 30 degrees underrotation or a less than perfectly straight, tight air position or less than well stretched landing position might qualify.
