I think it's fair to allow quad repetitions but they need to give back higher TES values to those more difficult quads.

The same GOE will be applied to all quads, with smaller BV gap between more difficult quads and easier ones, and allowing repetition at the same time, I don't see enough benefit of doing 2 4LZs vs 2 4Ts, especially considering it's easier to get higher GOEs with 4Ts (I guess?).
