Bev Smith's article on Bianchetti's book does cause me more and more to read the book. If you do not intend to read Bianchetti's book, you should read this article anyway.

"Rather than adopting a new expensive judging system that still has pitfalls, the ISU should have been imposing lifetime bans for judges caught trying to fix results, strengthening its system of accountability and assessment of judges, and taking over the right to nominate judges, Bianchetti says."

I think that the ISU is of two minds about this. I think that Mr. Cinquanta would dearly love to take over the nomination of judges, thus augmenting his own influence and diluting the power of the national federations somewhat. The prominence of the techncal specialist is a step in that direction.

On the other hand, the anonymity issue shows pretty clearly that the ISU's primary concern is not cheating but getting caught.

Mathman - How is Cinquanta's post filled? Is he appointed by someone or is he elected by the officials of the ISU?

If he is elected then he must butter-up to the electors. There are more electors in the former Warsaw Pact (Bianchetti's words) Federations which will ensure his reelection. He obviously likes the job with all its perks so he is not about to step on toes, and the members of the former WPF do not want names of judges known.

He's elected. Last time (in 2002, 2003?) he ran uncontested.

I don't know the details of who gets to vote and how many votes each member organization has, but Cinquanta is the head of the whole ISU including speed skating and short track, where presumably he has a lot of support. I remember there was some controversy about whether the speed skating representatives would be allowed to vote on the CoP for figure skating. Speedy wanted them to vote, in order to ensure that all of his proposals passed even if there was opposition from the figure skating side.

I think Cinquanta has lots of support outside the "Warsaw Pact." The Canadian federation, for instance, is a big fan.
