Repeating programs?

Im new to figure skating sort of. i watched the 2022 winter games but that was it until this year and i was looking to figure skaters on the current circut and some of them do the same programs as last year. is that normal. i would have thought for this year as its the road to Milan they would do new programs that push them and really go for it but thats not the case. i also noticed that some skaters will turn last years short progam into this years free skate. if you adding new elements to this program why not make a new one. im guessing it is because resources are not there but at a certain point with skaters that have done this professinally long enough would there be a ability to make your own programs. also i noticed that some skaters use the same music. i know the copyright stuff is a pain and tbh i dont care if the dance is new and interesting. but my question with this is what is he point of copyright laws in this. if djs never have to ask to play songs and people can cover songs all the time on yt without issue why cant skaters just songs. i also think this goves skaters from a bigger country more choice because they will have more money to pay for songs. anyway this is a lot of questions and i will thank anyone that answers then in advance.

It is normal for some skaters to reuse programs for various reasons. Sometimes they tried new programs and didn’t work for whatever reason.
MOST skaters use outside choreographers and that costs money. A skater can be good at skating but not choreography. Skaters who do their own choreography include but are not limited to Andrew Torgashev and Sonja Hilmer of the US, Kevin Aymoz of France and I’m sure many I don’t know. I have definitely seen skaters from countries whose federations don’t support them financially (or skaters in the US who don’t receive envelope money) reuse programs. Not only is choreography expensive but costumes as well.
The music issue has become a problem because Alexa Knierim and Brandon Frazier skated to a cover band’s version of “House of the Rising Sun” and were sued along with USFS. It was settled out of court for an undisclosed sum. Before that it wasn’t as bad.

okay i was just wondering because i know a lot of dancers who could all put choreography together but i dont know any figure skaters. i wondered if it was te same but now i know its not.
i knew costumes where expensive theres this academic article that goes into it a little and the cost of it all is crazy.
i just dont understand the msic problem. i know some bands or musicains are tricky but you have all these other cases where no one asks and they dont get punished. it is a case of one band ruining it for everybody. i mean if amber glenn can get madonna to say yes and a lot of other popluar musicians why is there a issue.

Madonna can afford to give up her rights and the payment involved (or more likely, Madonna's song is on an ISU approved aka rights-all-sorted-out list). Many even popular musicians are strapped for cash these days because of the assumption their work is free for all (and Spotify etc pay less than peanuts), or they have sold their backlog and the corporation owning the rights now are... well, created to make money because that is what corporations do.

Figure skating got away for years without paying rights, doesn't work that way anymore (which is also why videos of the various competitions tend to vanish off youtube much faster because of strikes. If you have favourites, I suggest you download their performances as quickly as you can after the competitions, they may stay up but they probably won't)

Fact is, it's a highly expensive sport and very few of the current competitors, even at the top, get anywhere near the level if sponsorship they would like.
 
Another reason to add to the good reasons above. It can take 2 years to properly perform a programme. Instead of having to learn (and pay for) two new programmes a year, they may stagger them - new short this year, new free next year. They may refine the "old" programme to bring out more artistry, and/or may upgrade the jump difficulty. It is also done when a skater doesn't get a lot of competitions in a particular year (e.g., because of injuries).

god it’s horrible. figure skating and music is so cool but it’s never supported the way it should be. thank you for answering my questions
