TN 322 Age Limits Prelim/PreJuv/Juv

(USFSA) Saw TN 322 got posted awhile back about new age limits on well balanced track. Not sure where to put a 13 yo skater with 2s 2t and 2lo with lv3 spins. Usually would have gone for WB pre juv or open juv (they got rid of it for 2026 onwards) but with the new age req i guess I have to go excel intermediate or wb intermediate? Seems like a big jump from prelim.

I think we'll have to wait to see what the NQS handbook says, which is not released yet.

More clarifications may be needed.

Can nonqualifying competitions outside the qualifying series offer well-balanced Preliminary and Pre-Juvenile events for older ages?
