I don't think they would allow a fourth skater from a nation. Just a feeling here...

I think you're right. The majority of the member federations are the smaller ones who have just one skater at Worlds. Every additional skater from the powerhouse nations means the smaller ones' best skater has less of a chance of placing high enough to earn two spots.

The smaller federations aren't going to vote in favor of such a proposal, and there are many more of them than the powerhouse feds.
 
The Sports Director and the Vice President will make a decision at the latest 7 days prior to the closing of the entries for the World Championships.
doesn't sound all that great. Direct or President can easily decline the application. Fed can only ask for a wild card. It is not garunteed.
Reason: It is in the interest of the ISU to have as high a standard as possible in the World Championships.
Now this gives me some hope.
 
Look what I found in the Agenda of the next Council meeting - apparently Finland is planning to send a third lady to Worlds. They often have good placements at Europeans - but just two spots at Worlds. If this proposal is accepted they could nominate 2 for Worlds and try to get a third spot through this Wildcard. Let's say Korpi isn't good at Euros, places just 8th. Then they nominate Korpi and Lepistö for Worlds and Vahamaa (who placed, let's say 4th at Europeans) gets a Wildcard.

I don't think it makes any difference if one of them skates badly. All three Finns could finish in the Top 6, as they did in 2007, but only two of them went to Worlds. The same is quite likely to happen in 2009 considering the Europeans are held in Helsinki.
