(That almost happened in 1972 in Sapporo. A figure skater carried the torch around the ice track in the opening ceremony, to hand it over to whoever did the actual lighting. I remember watching the ceremony on TV with a group of kid skaters and we all gasped when the girl skidded and almost fell. I just now found an old video of the opening and was amused to see an obvious cut during her circuit of the field to blip out her stumble.)
Too much chance of blame.
