because she is keeping R&J and is going to compete at Nationals.Russian Fed can send anyone they want, but considering Yulia's season so far, I don't think they're going to send her if she doesn't go to Nationals.
With Yulia, honest is not just the best policy, it's the only policy. If she is still thinking of world competition, then she must believe that R&J will be salvaged by then.
But still in this case between Adelina and other Russian girls, they should choose other girls. Adelina hasn't competed for mostly the whole season and if she's not ready by National, it's not like she will be ready for Euro and WC without any competitionnbefore that. And at this moment for sure all Liza, Anna, Yulia, Elena...are capable of getting on the podium at Europe, even win the title if they skate decently. No need to send Adelina who has just recovered from injury and lacked training and competitive mood.
Why would Eteri say so convinced that she would change the program, if that was the case? Either she knows she can, or is an outright lie.

I would like to see what would happen if the fed chose Yulia without nationals. It might not be corruption, but it would certainly look corrupt. But what most interests me would be Yulia's reaction. Assuming others have better statistics, I would like to think that she would decline.
How would that look corrupt? Different country, different rules. They have the right to send whomever they want. I believe the coaches and skaters themselves know that. After all, the fed is supporting a lot of those skaters, so in the end, only they have the right to send whomever they want, especially since there’s no “written” rule. They know the girls well, I'm sure they would make a good decision.

The problem with sending Yulia is that she a) hasn't had a great season so far b) there are other girls who are competitive at Europeans/Worlds, whether it's Anna, Alena, or Adelina. I think Yulia needs one solid LP under her belt--whether it's at Nationals or a Senior B--or else it's going to look corrupt. (I say look corrupt, not is corrupt). Especially if one of Anna or Alena has a somewhat decent showing at Nationals.
