I don't know about deliberate propping, but the technical panel should have scrutinized both equally. They didn't.

I can't believe Ashley didn't beat Karen... Stream froze over results so I didn't see her reaction. Internationally Ashley's PCS would've been higher than Karen's, I think. (Regardless of whether it's justified.)
