You realise that technique changes don't happen overnight, right? Anna improves constantly and just because she hasn't magically changed the techniques taught to her since she was a child doing doubles doesn't mean she isn't working hard every day.
Her toeloop, for example, has changed since she was a junior. She uses less of the arms now (she used to bend over and wind up hard very significantly before the -3T, which is still visible but has clearly lessened), has a purer toepick and prerotates less. She used to be in the air after 1/2 prerotation, and now she is in the air before the 1/2 mark, which is permissible for a toeloop and is certainly improvement.
Honestly, she has also lessened prerotation on her quad lutz since she started learning it. Her 4Lz at Russian Nationals last year was 3/4 prerotated. Her 4Lz at this year's Russian Nationals was about 1/2 prerotated, which is not ideal but is a significant improvement.
Aside from jumps, other aspects of skating exist as well and Anna has improved significantly across all of them - her technique in spinning and SS has quite visibly improved.
Seriously, do you think she goes home after competitions, throws her protocols in the trash, kicks back and relaxes and does nothing? No. She is constantly working on her technique and the fact that she doesn't suddenly have an outside edge deeper than the Mariana Trench within 2 days of working does not mean that she is lazy, uncaring, complacent, or whatever you were trying to imply with "I criticize Shcherbi's bad technique and the fact that she has not fixed it for a second year in a row".
