I think the question how skaters qualify to the Russian Cup events in the first place, not Nationals. I honestly have no idea either

Yes, my question was how to qualify for the Russian Cup events first. I believe that usually every skaters can go or maybe there is a ranking list for every region and there is a quota of skaters for every region, but I don't know at all if it is accurate.. And if yes, how do the ranking lists are made, especially for skaters that didn't qualify for national championships of previous years, because I saw that there are regional championships for "juniors" but I didn't find any clue of regional championships for seniors..
