I think the evaluation has to do something about it. If I'm not mistaken, earlier the steps could be repeated in the sequence to receive the level if the previous wasn't succesful, now only the first attempt is considered fo evaluation.

Yes, however, that rule was changed years ago IIRC and skaters since then have adapted I remember last season there was also a comp where a tech panel called StSq levels too early and then had to review every StSq and change the levels again.
