He wasn't the most knowledgeable, but I always managed to tune him out, he had a nice voice.
Although Chris by himself isn't nearly as fun as Chris and Simon together it must be said.

While this isn't a live "as it happens" option -- if you are desperate I would suggest Instagram, the last couple years that's been how I've seen the majority of the GP events. Use this URL: https://www.instagram.com/explore/tags/ and after '/tags/' type in the skaters name. You might not get everybody but desperate times require desperate measures

Back in the good old days of Eurosport International on analogue satellite, the there was a single pan-European video feed which had multiple audio soundtracks catering for the different languages.
Then the sports realised that if they sold the rights on a country-by-country basis rather than on a pan-European basis, they would get more money in. And this shift really messed things up for Eurosport. Instead of having one linear channel serving the whole of Europe, they had to launch separate linear channels for individual countries. And as part of this, these separate channels were launched with single audio feeds. Which is very annoying if you happen to be abroad and want to watch something on Eurosport, but don't understand the local language.
Although the linear channels do still largely follow the same schedule, there are variations because for some sports / series they only have the rights in certain countries.
So, to answer your question, the coverage is not the same across Europe. Each country's version of Eurosport has it's own schedule and language. But, the schedules are usually very similar.

Many countries have their language mutations, but the content is always common for bigger regions. Like here, the content is the same content for Czech Republic, Germany, Austria and several other countries, even though they have their language mutations.
I've checked the link to the ISU YouTube stream of the Men's SP and it wasn't blocked when I used Opera with its built-in VPN (which doesn't always work for geoblocked YouTube videos, mind you).
So you can add a third option it seems.
(I think ONE and the ISU stream will be quite similar in terms of quality?)

Until you realize that Eurosport 1 doesn’t actually air the last one/two groups of the afternoon events.
Then the decision is made for you. ;-)
btw also, isn’t Eurosport 1 in HD in Germany?!
Except ladies is six hours. So much for generosity, eh, making its viewers miss the best skaters.

The ISU removed the USA from the Youtube broadcast list, and the Netherlands are blocked as well despite being noted to have the livestream available.

The youtube playlist worked when I set my VPN to France, Austria and Switzerland, so they should work if people want to watch the livestream.

Alas, my problem is related to Javi - I would really want to hear how he does in his new job as a commentator, but ofc the rights in my country are with another broadcaster (as also in Spain). So, basically I could get Eurosport, but am not sure if I could watch it even with VPN for a country that has the rights... (Has anyone tried that?) The language setting can surely be whatever you want, not depending of where you watch.

I'm afraid not. I just went into the Eurosport Player to check, and I could only find one thing for changing the language. And when I changed it to Spanish, the only thing that changed was the language the website was written in. The livestreams for ESP1 and ESP2 were still in English.
Years ago when I first bought Eurosport Player, you could change the audio soundtrack, but they did away with that option not long after I joined. It was brought back on a bigger scale for the Pyeongchang Olympics. But, once the Olympics were over, they stopped giving you the option to choose the audio again.
Given that sometime this year the Eurosport Player will be phased out and everything moved over to Discovery+, I don't think they will be re-introducing this option to the Eurosport Player.
