Phattaratida is very impressive - however, it seems like the plan is for her to skate for Thailand. Her mom said this in a comment on their YouTube channel. But plans change and this might not be set in stone ...
With the Championship Series coming to a close, here are the top seven highest scoring Novice Ladies:
1. Katie Shien, 174.86 --- (3F, 3Lz2T, 2A3T, 3Lz, 3Lo, 3T2T2Lo, and 3S)
2. Elyce Lin-Gracey, 160.76 --- (3Lz2T, 3Lz, 3T, 2A1Eu2F, 3F, 3S2T, and 3S)
3. Sonia Baram, 156.35 --- (3Lz, 3S1Eu3S, 3F, 3T, 3Lo2T, 2A2T, and 2A)
4. Phattaratida Kaneshige*, 154.67 --- (3Lz3T, 3F, 2A, 3Lo, 3Lz, 3T2T, and 3S1Eu2F) ...
The top 3 will earn the opportunity to compete at US Nationals at the junior level.

natsulian, are you saying that Kaneshige more recently has already started officially representing Thailand?
If so, what is your source?
If it remains only a plan of Kaneshige for the *future* to represent Thailand, then all is well.

Otherwise ... I would have to wonder whether there had been a failure by Kaneshige to give proper notification to USFS?
If(???) it already were true that she is (present tense) representing Thailand, then she should have made USFS aware.
And I would expect USFS to require her to to withdraw from Spokane, for which she is listed in the start order.
(Per Instagram, Kaneshige already is on the ground in Spokane.)
If Kaneshige already had been representing Thailand at the time of Henderson in mid-October, she should have been required to withdraw there.
Per USFS rules, "Foreign or released athletes residing in the U.S. who currently represent another ISU federation other than U.S. Figure Skating are not eligible to participate in the Championship Series or any designated Championship Series competition."
Per USFS rulebook, Rule 2232 says, "A skater may not compete in U.S. Figure Skating qualifying competitions and the qualifying competitions of another federation or represent another federation in an ISU event in the same competition season. If a skater enters a qualifying competition or ISU event for another federation while registered for a U.S. Figure Skating qualifying competition, the skater will be considered withdrawn from the U.S. Figure Skating qualifying competition. If the skater has already completed the qualifying season for U.S. Figure Skating, the skater’s results will be forfeited." (p. 121)
