This wouldn't be fair if she was allowed to compete, there would be a cloud over everything in the women's competition and women skaters who have been squeaky clean would suffer. Sigh. What a farce. You would think even though someone is a minor, just the fact that this person may not even have a heart condition and is generally aware that their country is in a doping ban, wouldn't they want to be clean as possible? If a coach or training staff forced her to take the medication, they should be banned from the sport forever. Edited to add: But I can admit that she might just trust her training team without question though, given the background of ladies' skating in Russia and her age.
