From what I understand, merchandise sales benefits were always meant to benefit earthquake victims, and this announcement added that they wouldn't go only for the rebuilding of Tohoku after the 2011 earthquake, but also to victims of the recent Noto Peninsula Earhtquake, and to children from zones which had been affected by the 2011 earhtquake.

Yes, I understand they announce where exactly the money goes. And they added the fund for this year's earthquake victims to the list.
