The last I heard there wasn't. My daughter was into rhythmics in high school and university; I dabbled a bit as an adult beginner because just sitting around watching her and others isn't my thing. Now she's long out of that and none of her own daughters were keen on the sport, so she just watches it when she can find some on TV. From time to time both she and I have looked for a fan forum but so far haven't found one.

The short answer is that while there are/were a few non-English RG forums (e.g. Russian rg4u.clan.su, Italian Beatrice Vivaldi (closed)) an English RG forum is has not been in existence for at least 7 years, fans are on social media like twitter and instagram or on Telegram chats but there isn't a site that acts as an international fandom hub as GS does with FS. Probably because unlike AG (or to be precise, WAG), RG is far from major in the US (or any other anglophone country for that matter) so there isn't enough demand for people to gather and run a forum. Like, I can see a Spanish-speaking RG forum coming in existence (a lot of RG fans on twitter are Spanish speakers, including the ones who archive videos/run streams/etc. and thus have a following) but I don't see an English-speaking RG forum happening any time soon. Maybe if something miraculous happens, for instance, my US fave Rin Keys winning Olympic gold, then maybe, but as much as I adore Rin it is unlikely to happen so

No, rhythmic gymnastics season just got started and Worlds will be in August in Brazil. WC is short for World Cup, which is a high profile event, usually with many top gymnasts competing, but it's not a world championships. More like a Figure Skating Grand Prix.
Not to yourself, but yeah, apart from us two there probably wouldn't be very many people interested.

Marga is still competing, she's going to be taking part in the Gymnastik International this weekend (only with hoop and ball), like a lot of other German rhythmic gymnasts (Darja is doing ball and ribbon, Nastya Simakova is doing all apparatuses). Also, Liliana Lewinska will be there too.

Taisiia looked pretty good for so early in the season, she kept her hoop and ribbon from last year. Polisha looks so grown up now, very classical Ukrainian style, hoping she'll be able to gain some consistency this season, her lines and plasticity are beautiful. Loved Meghan Chu's energy and choreography, and was also really impressed by the top Juniors, it will be so fun to see (some of) them at Junior Worlds this season

The official FIG YT channel has historically uploaded (& sometimes live streamed) the finals from Worlds & Junior Worlds, as well as all performances from qualifications individually. They also have a platform, https://www.figtv.sport/rgppv, where they have streamed World (Challenge) Cup Finals, sometimes with geoblock if I remember correctly.
I think the Sofia World Cup Finals will be streamed or uploaded afterwards on this platform, with qualifications likely only being broadcasted on Bulgarian TV channels. The https://www.figtv.sport/rgppv platform appears to be the place where the upcoming championships in April will be streamed, correct? Does one have to pay for a subscription to use the platform or not?
figtv only streams World Cup and World Challenge Cup Finals, and apparently a subscription or payment for individual events is necessary nowadays. 4.99 Euros for each event, 9 Euros per month or 25 Euros for all RG World (Challenge) Cups.
I thought so too (I wasn't sure whether you'd be on GS during the RG season so I didn't mention you, apologies), but more people than I expected are interested, which is nice.
If you get Telegram there are two channels that provide competition schedules and streaming info as well as videos of routines and gossip, Gimnasia Mundial (Spanish, but machine translations are enough) and RG Pirates (English, but the owner of the channel is Russian so their English can be off sometimes). In general, as @Jumping_Bean mentioned streams are scattered across Youtube channels, streaming platforms, and regional TV channels.
@Jumping_Bean already answered this, but wanted to add that Telegram is currently the best way to get streaming info (the two channels mentioned above). And while the hero Gutsufan has been repeatedly blocked as of now the channels of Vanessa Freitas (https://www.youtube.com/@vanessafreitasRG), Mahyril (https://www.youtube.com/@Mahyril), and Lyudmila Georgieva (https://www.youtube.com/@smlelena1643) are still up, although I'm not sure whether they'll post full segments as they did before this year as well. And there are many channels that post individual performances that are well and alive, just search the gymnast's name+competition+apparatus(+year).
