Would it have to do with who is faster at replacing the withdrawal rather than when someone withdrew?Camden withdrew before Lucas, so Gogo will likely get assigned to the Cup of China and the open spot here will go to Tomoki.

Most people who w/d or refuse assignments do so because they are injured don't they?She was injured, I guess that's why she refused...don't know if this counts as exceptional circumstances
Ashun Yun already skated twice.I forgot Sofia had skipped one opportunity. She was told by her coach she may still get one, but probably she does not know the rules, but the coach should, I think. Maybe he just forgot? I have started to like her this season when she turned to seniors, so it is a pity.
As a curious person I tried to understand the list. Japanese skaters will not be count, Livia Kaiser already had two? so has Ashun Yun got already two or is the spot hers?

You can withdraw from event 1, skate event 4 and get added to event 6 if someone else drops out.
If you withdraw because of injury it is what it is.

I do wish that the list was updated since they're the only example I have of that and I want to see if Samodelkina was kept on it.
