Yeah, seems weird... although last year Max Aaron did win. But this year, the top America man at SA, Adam Rippon, is very unlikely to win over Boyang. And I really thought that federations do take skaters' preferences into account, but if SA just rejected Javier, then the whole wrold-chamption-can-choose-where-he-goes is BS.
I don't know whether that thing of USFSA rejecting Javier is true or not, but even as World Champion, he doesn't have full freedom to choose. For example, it was basically impossible for him to get COC or NHK with Boyang and Yuzuru as the other two medalists. But well that's due to host pick, and I don't think USFSA would have used one of their host picks on Boyang. However, I would dare to say that Jason and Adam have a better chance of medaling or even beating Boyang (w/ mistakes) than Javier (w/ mistakes)
