There is something to love about her though—her LP at Nationals was just magic. Like it or not she is charismatic. Of course her consistency is a worry. If she stays inconsistent she won’t last.

Panenkova is always lowballed in Russia (by default), because Eteri's underdog junior can't be better than №1 girl of ________ (name of the coach).
Look at JGPF. All clean (almost) and Panik is the only Eteri's girl beaten by Kihira.underdog, who won against Kihira and almost outskated Kostornaya while being injured...

If you are an underdog in Eteri's group it's better to maximize your strengths and hide your weaknesses. Who can do it better than Eteri? Orser? I don't remember a skater who became world/olympic champion after leaving Eteri.Sometimes I wonder about the strategy, often mentioned in this forum, of moving talented girls to Eteri to get them in top shape. Don't get me wrong: the work Eteri does is fantastic, but I worry about the underdogs in Eteri's group, not to mention the possibility that, if she coaches them incorrectly, all the girls will learn it wrong. I think it is a lot of responsability to put into the hands of Eteri and co.
Russia's got plenty of coaches who can do an amazing job, and if I were one of the underdogs at Sambo, I would consider changing coaches in order to be the the top girl somewhere else, assuming, of course, that I would get the same level of coaching. It must be difficult for Eteri to go "Have you seen how talented Gulyakova is?" when you have Trusova and Kostornaya doing better than her.
