It's not that simple. If you take tradeable goods it's the same. In Russia it's even more expensive than in the US in general. Iphone X 256 cost 79 000 rbls. which is $1400. What is its US price? The BMW X6 which Alina received costs in its minimum package 4 900 000 rbls. or $87 500. In the US the minimum MSRP for new BMW X6 is $72 000.
I would argue that the food in Russia is also more expensive unless we are talking about the butter from the palm oil and bread made of the wastes which got the mold if you don't eat it immediately.
With real estate it's already different. First, Moscow is much more expensive than the rest of the country. But even in Moscow the average price of 1 sq.m is $3000 which I would argue is smaller than in many other big capitals. It used to be $6000 before the crisis. Rent is also less expensive. We pay about $270 per sq.m. per year for the apartment in the center of Moscow.
But services are the cheapest of them all. Well, if you don't care much about the quality a lot of medical services are still free. But even paid services are much cheaper than overseas. The most expensive kindergardens in Moscow cost about $20000 per year same as private schools like Mesh.
All in all you can spend less, first of all because of medical costs. But other than that the key thing is what life style you want to have. If the one like Trankov had when he slept in the rink and ate leftovers from a cafeteria - it's one thing. If you want to live like they live on average in the USA - it's a completely different story. And of course $230,000 is no way equivalent to $1,000,000 unless you want to spend it all on Russian doctors.

She said as well that with just 1 rink there are few chances for kids to have proper ice time as it's mostly dedicated to key skaters. And she hopes that the second rink will be built. This will make her school Sambo-70 invincible. The last sentence is my guess - she did not say that.

Some more Sofia Akatieva analysis:
One year ago, she merely rotated at a relatively average speed - around 25% slower than right now. She reworked her aerial rotation style completely in a year. Back then, she had a significantly inferior rotation style. Actually, I noticed that it at that time was almost identical to what You Young had when she won the 2016 national title(and still uses). I'm sure many others have a similar one as well. That rotation style also seems to be very prone to URing and scratchy landings. Interestingly enough, the current rotation style Akatieva uses is almost identical to Anna Shcherbakova's. I assume it's no coincidence that they are the two fastest rotators for ladies right now. Another thing I noticed is that her solo 3T air time a year ago already was the same as Anna Shcherbakova's air time for her 4T videos from last year. Considering that Akatieva reaches her peak rotation speed faster than Anna and that she also has faster peak rotation speed(and it should only be faster during a quad, her triple jump rotation speed is faster than anyone else's by a massive margin) I can only assume that she already has this quad, at least rotated if not landed.

This is the jump I have found to be Akatieva's fastest rotated jump(though it's possible I'm mistaken): Here which should be within 1% of Anna's quad rotation speed.
So the thing is... Can she even reach her actual peak rotation speed on a triple jump that she has to seriously try hard to avoid overrotating on? Everyone else rotates faster on quads/3As than triples... And Akatieva actually has better height on most of her triple jumps than Anna and yet she rotates all of them so much faster. Hmm, it's curious.
I'd like to see a quad attempt this spring...

Anyway I am sure that in training being in less formal situation she is much more "dirty language user" to which her students are probably used already ) I mean it's one of typical signs of it. Not that I think it's something bad, really )
