If reports say that All official records will hold that Russia won zero medals at the 2018 Winter Games, what will the records show for the Russian atheletes that do win medals? Under what criteria will they be counted or what country will they be listed as winning the medal?

Since Russia is banned from OG, I wonder if the quotation matter is applied in this case or not. Is there any rule tthat prevents more than 3 athletes from Russia from competing in the ladies event, for example? And in the other hand, can IOC deny the ask for participation of the skaters who may alter the chance of winning OGM of Japanese or Canadian or American delegation in both individual and team events? I mean that every russian ladies who are age-eligible for 2018 OG can ask for the participation, and since IOC is not RusFed, why do they have to select the strongest ones?
The history books will record the names of the Russian athletes as the individuals who won their medals. They will be recorded as “Olympic Athletes from Russia,” but their medals won’t count towards a tally for the country Russia. At least that’s how I understand it.
As far as how many spots for Olympic Athletes from Russia, the IOC stated that the qualification will be through the ordinary Olympic qualification process for their sport. I assume that means Russian ladies keep their 3 spots, and the athletes will be decided through the normal Olympic selection process, i.e. selection by their federation. This isn’t confirmed but it seems like the most likely assumption based on the IOC’s wording.
Based on this, I don’t think we can have more than 3 Russian ladies at the Olympics, since only 3 spots were qualified through the normal process, but if Russian ladies go, they’ll be the ones chosen by the RusFed, not by the IOC.

Now I am glad that Adelina & Yulia are not competing anymore, since that may be a potential target for unfair criticism.
The new crowd of Russian ladies have nothing to do with the previous Olympics, so it is crystal clear that they are clean. Now I feel the so called "ban" is more symbolic in nature, a play on words. Russian Fed or not, it does not change the facts that x, y, z skaters from Russia wins Gold, Silver... if they do.

I hope athletes will be allowed to make the choice themselves. You know, Putin can't win votes of people who don't like him by this decision, but he can loose the votes of those who do like him...

But still I think the Russian public opinion is against participating as neutral athletes. I saw on social media the hashtag # noRussia noGames. I wonder how the public will impact the athletes' decision if they are allowed to choose on their own. I just hope Putin will have a moderate discourse and even some fragile indications that he is backing the Russian athletes' participation.
Does anyone know how the media in russia portrayed the whole doping scandal? Do they see it as a legitimate fact or are they like "conspiracy against russia, doping never happened"

I would take that with a pinch of salt. That was what she said before the decision had been announced so I wouldn't expect her to have said at that point that she will compete no matter what.
