Well Peter the Great certainly was well-known and of course 'Great'. But then so was Catherine the Great. Don't know who was the Greatest though.
Greatest Female Figure skater would be Irina to me. Two olympic medals, Two world titles, 7 European titles plus a lot of other medals at World's and Euro's. And what about Maria Butyrskaya? Granted, no Olympic medals, but I think she was the first Russian lady to win a World's title, and also has three European titles to her credit, beside various other medals. Both ladies skated for a long time too. In that sense neither Zhenya nor Alina are there yet.
With the men, I find it more difficult. Number of Olympic medals definitely Plushenko. He also has 7 European Crowns (though not consecutive) and a few World titles to his credit. Yagudin has only one Olympic medal, but it is a gold and team competitions at the Olympics did not exist yet. And - to me but I am biased and a big fan - some really unforgettable programmes like Winter, Gladiator, Laurence of Arabia and The man in the Iron mask. With Plushenko I recall a lot of moves, steps, transitions and such but not much change in them through the years, though they were pretty original when he started off. I suppose I would have to give the crown to Plushenko - indeed because of his longevity which is truly admirable. I rather enjoyed their rivalry though, and have remained a Yagudin fan for life.
Last but not least: I do love all the history lessons I am getting here, and I agree with a poster above that 1m people is not a small city. Haha, we've got only one city that comes close, and the rest are all smaller and still called 'big cities' around here. .
