Here in the regular basic school the foreign language lessons start at 5th grade (or I think it remained the same). Most frequent is english or german. In specialized language school at 3rd grade and you add a second language at 5th grade. On high school you usually continue in the language from basic school and add another one. Again the most frequent combo is english and german, other languages (french, spanish, russian) are usually learned only on specialized language grammar schools, where even some other subjects are taught in the foreign language.
Though, on average basic or high school the level of language education is not very high (specialized language schools are much better in that of course). As for myself, after the high school my english abilities were still low and the german ones were close to nonexistent (partially also because within the four years of high school we had five different german lectors). I learned english mostly at the university and above all thanks to playing computer games
