I think it does, because, again, juniors with lower tech can advance in SP because their lower elements are stable and can be delivered well and on cue. In seniors, we assume they are trained in juniors to deliver each element on cue.
I don't think it makes a difference because they do the same jumps/combos in the LP
Also, for some skaters, the flip combo is easier and better.. and now they are forced to use the lutz combo and we see many issues with that. So no, it doesn't make is safer, it just makes it strict.

I am all the no quad rule in SP. I am also happy with imposing a jump but it could be simpler than that and healthier : use a lutz could be either in solo jump or combo... as a matter of fact, use a loop could be very cool as it could be as the second jump of the combo.

Flexibility in the rule is actually safer for the body than a strict rule. It's the exact same thing in my field... Some musicians have a natural ease with things that are "usually saved" for older bodies and vice versa. A good coach will make the best of what's available and what the body can take.

They change the jump that has to be performed solo every year to ensure that there is an incentive to develop all triples while in juniors. Juniors are a learning division after all so sp is more like exams. I dunno, it makes sense to me, unlike the restriction on 3A solo in Jr women

You're saying they want to protect juniors by not asking them to switch combos around, something many do already in the lp, and yet, you would promote the 3axel for women
. Contradiction here ;)

I'd allow the same rules as in seniors except for quads for both men and women
