Telegram is based in Russia so it shouldn't be a victim of "my ban is bigger than your ban" games.

Well that's good. But it's sad within times that can have you canceled in any way shape or form by people who just don't like you or your country.

Scott, instagram did not cancel its use in Russia, the Russian government banned instagram.
