Maybe this has been asked before ..... but why doesn't he start for Armenia instead of Russia?

I think he might not be released by RF. However, if the ban for Russian athletes continues, I very much hope they change their strict position. But so far ist also looked like Artur himself wanted to compete only for Russia.
