The ISU Council acknowledged that the previously cancelled Test Event have now been rescheduled to be held in the Olympic venues in Beijing as follows:

Asian Open Figure Skating Trophy - October 13-17, 2021

The full decisions of the Council are published in ISU Communication 2367.
 
This would be the week before the launch of the Grand Prix season, so I'd be unsure how many top-tier skaters would go to the test event (particularly rough on anybody assigned to Skate America), but in the end they're working with what they can.

I don't quite understand why they didn't just make Cup of China the test event.

Funny you should say that, because I was actually just coming in here to congratulate the Chinese Fed for having a Senior B as the Test Event rather than using their GP.

When the original calendar for this season was announced, I couldn't understand why the GP Final had been designated the Test Event, and not Junior Worlds. Because to me, it didn't make sense to have an event where there are only 6 entries per category as the practice run for an event where the number of entries is much higher. They would not have been learning anything of value as the formats are so different. It would have made more sense for the Chinese Fed to have the GP Final in Harbin, and Junior Worlds in Beijing. At least that way the Test Event would have been a similar size of competition.

So, now that neither of these events are happening, I am glad that the Chinese Fed have realised this and arranged for the Test Event to be a larger entry competition where the entries are not limited to a handful of skaters.

That said, I still reckon that this will all be academic. Because, even if the pandemic is all sorted out before the start of the 2021-22 season, I can't see how an Olympics can be held when the athletes across all the sports have had so much disruption this season. They won't be anywhere near their peak condition.

Like... what are they testing? The ice quality, lighting, speakers and what not?

I know the 2017 Four Continents was the test event for 2018 Olympics, but Gangneung Arena was newly built for it. Beijing isn't building a new rink.

the venue is renovated ,,all the systems/ lighting/ seats are new, and new tech for making ice....

I read about that, about the new technique which would be more environmentally friendly but needs testing all the same. The need for testing it also applies to other skating events. Hadn't heard about the systems/lighting/seats. Good that they're going to be checking it all out.
