The junior group skaters who remained on the S list for JrW but have lovely skills without the highest level of competitive technical content were Andrey Kutovoy and Kseniya Sinitsina. Neither have 3A or quad.

Top Contenders - Junior Ladies
Neither Khromykh nor Valieva have quads listed on their planned content(which I found out after I started writing this thread). If they do go for their quads then Daria Usacheva and Haein Lee are the main contenders here. Seoyeong Wi has a 191 PB. There are actually quite a few skaters in the 170-190 range if these were to all struggle.

Daria with silver was the top skater without a 3A or a quad. But she was the only medalists without one(Valieva with 4T, Liu with 3A and 4Lz) and Khromykh in 4th place stepped out(almost fell) on a 4S. Shabotova and Kawabe both attempted a 3A but they fell and were called underrotated.

Within this decade a 3A or quad will practically become a requirement to medal at junior worlds. Especially if they raise the senior age.

Well, how many men medaled since 1958 without a 3A?

The first triple axel was in the late 70s and Scott Hamilton won in 84 without one, so a lot. I'll try to figure out the last junior to medal without one... and if possible the last one to win.

I just checked the protocols for the first IJS junior event, and the medalists all had a triple axel. http://www.isuresults.com/results/wjc2005/

In 2015, the last unintentional quadless freeskate to win Junior Worlds was skated by Shoma Uno. He popped his quad into a downgraded 3T. So there you go, all is possible. Usacheva won silver, public goes home happy.

That so many skaters perform the element means it is now taught, trained and succesfully performed enough to be expected of anyone entering the highest level competition. Even if it wasn’t in the past

Obviously, in ladies skating, 3A and quad is not at that level yet, senior or junior.

But 3A in gentlemen division is, with other quads established as a norm in senior gentlemen, though winning a medal in a high level event is possible without.

Technically it wasn’t a fall, she managed to stay on her feet/hands, it was a step out and hand touch. Something like what Rika had in 2018 GPF in her free skate, where her 3A was almost a fall, but not completely a fall.
She got no deductions for it as well.

From ISU rules :

A Fall is defined as loss of control by a Skater with the result that the
majority of his/her own body weight is on the ice supported by any other
part of the body other than the blades e.g. hand(s), knee(s), back, buttock(s) or any part of the arm. For every Fall there shall be a
deduction (see Rule 353, paragraph 1.n).
