It seems especially sad for the under-age American girls who can't go to the Worlds. Not only can they not participate in this world, but because it's left up to others who have been skating worse, they will have a much tougher time making it to the next World's as well.
I have a friend from Turkey who competed in Tae Kwan Do, and his federation changed his age to a year younger so that he would be able to participate in some international competition -- they went to the court and had it legalized and everything. Now this is what it says on his passport and birth certificate.
I think if there was the technology to verify a person's age, and it was used in the various sports, then I think we might all be surprised at how frequently this happens in many different sports.
