IMHO, yes. Will the USFS give the 3 positions to the results of that Nats?
The only situation that would cause USFS to do anything different (IMO) would be if Kimmie is unable to compete at Nationals because of injury. She might get a medical bye for Worlds in that case.
I would be surprised if anyone besides the "usual suspects" (Kimmie, Emily, Ashley, Alissa, Bebe) ends up in the top three age-eligible placements. I can't see any advantage to USFS for deciding behind closed doors that they will send Bebe instead of Alissa, or Emily instead of Ashley, if their placements at Nationals do not warrant it.
(I might be wrong, though.
I also can't see Kimmie finishing behind three of the skaters in this group. Even with her disaster of a free skate at the GP final, where she fell three times, she still got enough points to make a three-person U.S. team.
I do think it is quite possible for the new kids on the block -- Caroline, Mirai, and Rachael -- to blow everyone away. But that won't affect the 2008 worlds team.
Actually, if Caroline Zhang wins the U.S. Championship, that will send a great message. It will say, check this out everybody, we can beat you-all at 2008 worlds without even sending our best skater. See you at the Olympics, chumps.
