I've seen that too! I think it may be a stress/tic thing? She doesn't have it during the actual skate but before and after it it's there the whole time.

I believe it's sort of a tic she does subconsciously. I noticed she does that when she's nervous or happy, or both. I guess more when embarrassed or flattered. I find it human, but you're right- I hope she won't hurt her neck that way.
